The process
The development of the strategic plan for Jasper is a collaborative and inclusive process. The Community Life team drafts the plan leveraging insights from the Community Life survey. Residents provide valuable input at a Coffee & Conversation, sharing their perspectives and desires for a more engaged community. The board of directors and developer partner contribute oversight to ensure the plan aligns with broader community goals and the long-term vision of Jasper. The result is a well-rounded strategic plan that lays the foundation for the future.
We’ll provide progress updates quarterly, both here and at board of directors meetings.

Goal 1: Deliver exceptional community governance
Develop board training scope to increase engagement and enlistment in strategic governance work by further developing experiences and capabilities of board members.
- Identify areas where board support is needed.
- Schedule an in-person board member retreat.
- Enlist board members to participate in a free board training session.
- Be proactive in enlisting or delegating project oversight or responsibilities related to Jasper’s strategic plan objectives.

Maintain clarity, detail and consistency in standards and guidelines to support effective community governance.
Standardize compliance practices for greater consistency and educate residents on processes and guidelines.
- Facilitate comprehensive review of active compliance violations to understand themes in the community.
- Work to resolve or close violations in accordance with the JCA non-compliance policy.
- Develop a recurring compliance tour schedule.
- Document a standard operating procedure.
- Provide education on SOP to community through e-blasts, Coffee and Conversations and website content.
Adopt resolutions to Exhibit C that enable the board to provide improved guidance and decision making in the community.
- Connect with the board of directors to identify an action plan and timeline to facilitate revision in accordance with section 3.3 of the CC&Rs.
- Adopt updated User Restrictions at open board of directors meeting.
- Post changes to the resident website and update escrow disclosures.
- Provide education to members via e-blasts, board meetings and Coffee and Conversations.
Implement proactive and consistent communication strategies to better educate residents on community governance.
- Plan topics for bi-weekly “Ops Corner” and social media posts. Share relevant documents and reference materials with the communications manager before e-blasts, and schedule post deadlines to enable efficient content development and planning.
Modify Architectural Review Committee structure to revise meeting timelines and consistent decision-making,
- Introduce the updated meeting cadence effective Feb. 12, 2026.
- Provide organized list of feedback to legal team to begin preparing amended design guidelines.
- Review draft of updated guidelines to confirm and accept proposed changes.
- Host informational town hall to educate and give residents a forum to provide feedback and input.
- Adopt updated guidelines at 2026 annual board meeting. Share updated guidelines in e-blasts and update on resident website and in disclosure packets.
- Increase ARC involvement through open meeting opportunities. Communicate scope of virtual meeting participation and instructions via e-blast and website content.
- Work with board members and Jasper Eco Dev to develop a plan to enlist third party expertise for architectural review.
Goal 2: Ensure operational excellence throughout and expert care of physical assets
Standardize and document operational and employee practices in order to maintain assets and standards of service.
Develop and implement a reserve study and preventative maintenance manual to contribute to the long-term maintenance of assets.
- Obtain pricing and scope of reserve study process for Jasper and J Club.
- Educate board of directors on projected costs and scope.
- Obtain board and developer approval to start the project at the beginning of quarter two.
- Develop a list of Jasper and J Club’s physical assets.
- Engage service providers to recommend annual preventive maintenance and assess current asset conditions to support the reserve study engineers in determination of asset lifespans.
- Collaborate with the reserve study vendor and developer partner to manage and complete the project.
- Create and adopt a preventative maintenance schedule based on reserve study recommendations.
Train ambassadors on J Club compliance of membership agreement and establish practices that are consistent and clear.
- Facilitate training based on individual employees and identify areas of improvement for each ambassador.
- Execute interactive training sessions to build confidence and mastery of J Club policies and procedures.
- Create FAQ or quick reference guide with escalation procedures and commonly asked questions.
Continue to evolve programming and event opportunities that further activates J Club, aligns with resident/public interest and maximizes attendance.
Create new opportunities with existing assets to best utilize capital dollars and maximize activation potential.
- Develop an “on the lawn” event and fitness class series.
- Explore poolside and pool programming opportunities.
Goal 3: Develop and implement a comprehensive plan aimed at informing, engaging and empowering residents
Promote and create more exposure to resident-led club offerings and how to create new clubs.
- Publish a “How to start a club” blog and share via the weekly e-blast.
- Highlight club leaders and active members in a quarterly e-blast profile. Summarize via a blog at the end of the year.
Strengthen ongoing communications of opportunities available to residents on exclusive offerings at J Club and the greater Prescott Valley area.
- Share a quarterly “Need to know” infographic via the e-blast, highlighting exclusive Jasper and J Club programs.
- Proactively share local events that are relevant to Jasper residents.
- Launch SMS program to alert residents of important updates.
Provide consistent opportunities to engage and educate residents through the lens of each distinct Jasper entity
Evolve “We are Jasper” to include definitions of responsibilities and align with current staffing patterns.
- Update the resident website to reflect current personnel names and job descriptions.
Explore opportunities for additional board member exposure to residents.
- Provide exposure to board members by featuring them on the resident website and through a series of “Get to know our board” blogs.
- Invite board members to participate in Developer Updates.
Build quality relationships with residents where each individual feels valued and contributory to the vibrancy of the community
Review welcome materials in place for greater simplicity and clarity to new homeowners.
- Evaluate current materials alongside Welcome Committee to identify areas of improvement.
- Review escrow disclosures package and process to identify opportunities to provide clarity to new residents and correlate Welcome Committee documents or slip sheet.
- Develop and refine a step-by-step welcome process for committee members that supports stronger alignment with Community Life staff and can be shared with new members.
Add programming to calendar that leverages Welcome Committee advocacy and meets resident requests for connectivity.
- Enlist committee members to assist with development of a monthly Birthday Bash offering.
- Collaborate with neighborhood captains and committee members on neighborhood block parties.
Utilize welcome series email, New Neighbor Mixers and other warm welcome materials to ensure residents receive appropriate and time specific information upon move in.
- Host New Neighbor Mixers quarterly: January, April, July, October.
- Review warm welcome materials quarterly and update as needed.
- Review welcome series content quarterly and updated as needed.
Mobilize resident committees based on lifecycle and organization need in accordance with effective community governance practices and ensure charters specify committee scopes.
- Establish Firewise Committee to achieve Firewise designation for Jasper Community Association. Appoint community champions as committee chair and secretary and adopt a committee charter.
- Establish Committee meeting cadence and open meetings to the membership for attendance to create additional opportunities for engagement and enlistment.
- Identify program requirements and assign committee member responsibilities, timeline and costs.
Request or conduct a wildfire risk assessment for the community.
- Create and execute a Firewise action plan based on assessment findings.
- Educate residents on wildfire risk and Firewise principles through e-blasts, informational meetings or workshops with fire professionals.
Goal 4: Develop distinctive lifestyle experiences that support and reflect the Jasper brand promise
Increase resident engagement with purpose and meaning by creating community advocates and champions through civic programs, philanthropic efforts and alumni leadership experiences.
Increase resident engagement in Jasper Leadership Program in alignment with community need.
- Assess and evaluate 2025 leadership program through survey of participants to seek input from alumni.
- Identify program areas to evolve based on feedback.
- Enlist alumni in recruitment and facilitation efforts before revamp program launch in spring 2026.
- Review the refreshed program syllabus with other Cohere community executive directors.
- Revise and update program outline on website. Promote the refreshed program with start date through e-blasts and social media posts.
Continue to evolve programming and event opportunities that further activates J Club, aligns with resident/public interest and maximizes attendance.
Provide more opportunities for residents and families to connect at Jasper.
- Work with established club leaders to offer family-focused sessions of their club.
- Assess the current and previous family programming offerings to determine what days, times and events received the most attendance and offer a refreshed version of these events.
Evolve fitness programming and create additional fitness classes and night classes that are affordable while balancing cost share with J Club.
- Explore internal team network connections to create teaching opportunities in exchange for J Club membership or incentives, lowering/balancing club costs and enabling free or reduced-cost class passes.
- Identify list of most requested class and fitness program offerings to ensure new classes align with feedback.
- Prepare all-inclusive package offering for new instructor payment structure.
- Post advertisement to Indeed and social media platforms to seek new instructors.
Develop unique programming experiences where Superb and J Club can be highlighted.
- Collaborate with Superb to pre-select dates for coordinated programming across the calendar year.
- Develop a budget for each event in coordination with Superb.
- Collaborate with Superb to offer exclusive opportunities for Jasper residents.
Standardize and document operational and employee practices in order to maintain assets and standards of service.
Consider adding program schedules and reservation processes for amenity areas that support high use times and determine additional parameters needed for non-resident memberships.
- Assess existing software platforms to identify features that maximize the effective use of each system.
- Explore alternative software or applications that could be deployed to better align club calendars and events to residents.
- Learn about the costs of applications and assess whether there is an opportunity to adopt at J Club and Jasper.
Goal 5: Cultivate meaningful relationships with local partners, community assets and stakeholders
Encourage collaboration with community partners that aligns with mutual interests and to avoid resident fatigue.
Best leverage media and promotional opportunities to market Jasper and J Club to the greater community as measured by return on investment.
- Identify list of web listing opportunities and submit updates.
- Use marketing calendar to implement timely focus strategies via Google Ads.
- Partner with Prescott Valley resources to share current J Club and Jasper public events, and review metrics quarterly.
Standardize and document operational and employee practices in order to maintain assets and standards of service.
Standardize processes for reservation of space for community partners.
- Create rental checklist for distribution to all vendors, outlining rental requirements.
- Create internal document for team alignment, outlining tiered partnership status description.
- Evaluate and revise website language for clarity and continuity with rental checklist.
- Provide training to ambassador team through ambassador refresh that provides education to better understand our rental process and requirements for inquiries from the general public.
